A New Windsor man was sentenced Tuesday to six to 18 years in state prison for his role in a scheme that defrauded New York’s Medicaid program of more than $3.4 million through fraudulent transportation claims, officials said.
Rohail Raja, 45, pleaded guilty to first-degree grand larceny and was sentenced Oct. 27. His wife, Shama Alam, 45, was sentenced to six months in jail and five years of probation after pleading guilty to fourth-degree conspiracy.
According to the Orange County District Attorney’s Office and state Comptroller Thomas P. DiNapoli, Raja and Alam operated two Medicaid transportation companies, Unique Class Limo Inc. and SNR Limo Inc. The companies submitted claims for Medicaid transportation that either did not occur or did not occur as described in the claims.
Between April 2020 and September 2024, the companies received $3,434,730 more than they were entitled to, officials said.
Investigators also found that the companies billed the state as though Medicaid recipients had been transported separately when multiple recipients had actually been transported on the same trip.
Raja owns Unique Class Limo and acted as a high-level manager of SNR Limo, which is owned by Alam. Unique Class Limo pleaded guilty to first-degree grand larceny and admitted stealing $2,666,634. SNR Limo pleaded guilty to second-degree grand larceny and admitted stealing $768,096.
Raja and Alam paid $400,000 toward restitution at Tuesday’s sentencing and were ordered to pay an additional $3,034,730. The two companies were ordered to pay restitution totaling the amounts they admitted stealing and were each fined $5,000.
The investigation was conducted by the Orange County District Attorney’s Office, the state Comptroller’s Office, the Orange County Sheriff’s Office and the Orange County White Collar Crimes Taskforce, with assistance from the state Office of the Medicaid Inspector General and the Hudson Valley Crime Analysis Center.
