A so-far eight year long process continues in Maybrook as the Village Board received and made more comments on the an Environmental Assessment Statement (EAS) for two parcels Galaxy Limited wants to develop for warehouse use along the former railroad tracks in the eastern portion of the Town of Montgomery that includes the former railyard east of Maybrook. Galaxy has also submitted a petition to annex the parcels to the Village of Maybrook to enable municipal water and sewer access.

At the last Village Board meeting, a few more comments were made on traffic issues and on property grading specifications.

One parcel lies west of Barron Road and the other east of Rt. 208.

The amended annexation petition reconfigures a road Galaxy will build on the site, south of the current Main Street in Maybrook so that it will run parallel to the railroad right-of-way. The road will dead-end near New Haven Road on the parcel off Rt. 208 and run through to the second parcel where it will dead end off the east end of Main Street. There will be a walking path parallel to the new road.

The EAS includes sections addressing grading, utility plans, flood plain mitigation and addresses impacts to groundwater, open space, noise, light, traffic, archeological and other concerns. It also outlines connections to the village’s water and sewer systems.

At a prior meeting, Village Engineer Sean Hoffman and village Traffic Consultant Andrew Connell expressed concerns about grading issues for the building site and the proposed road and about traffic flow and levels.

Galaxy officials attributed the grading issues to unclear maps and promised to address it further when they return to the Village Board. Jane Hamilton of Galaxy said a “whole other traffic study” was done to address village concerns about tractor-trailer trucks entering and exiting Main Street from Homestead Ave. (Route 208) and what village officials fear is heavy and frequent truck use of Main St.

There will also be access to the site from Henry Henning Drive, off Route 208, and village officials are concerned that Galaxy has yet to confer with the N.Y.S. Dept. Of Transportation concerning effects on Route 208.

Galaxy will address these further concerns and get back to the Village Board. Village Attorney Kelly Naughton said the next step in the lengthy process is for the board to “hear back from the applicant” and “hopefully” issue a final EAS. But the process is still a long way from required public hearings on both the EAS and the annexation petition.

In other economic development news, Deputy Mayor Robert Pritchard announced the now-shuttered bus garage at the end of Volunteer Place will be rented to a pet supply company that is expected to employ 13-15. Eventually, Pritchard hopes the company, which he did not name, will buy the property.

Two community representatives have been appointed to the village’s Police Reform and Reinvention Collaborative Action Committee. Pastor Tom Jackson of the People’s Regular Baptist Church and village resident Linda Kasbarian were unanimously approved to join the committee.

The state-mandated police collaboration project requires municipalities to review its police department practices and develop a plan for improvement of such practices and promote community engagement. All residents and business owners can complete a survey on the Maybrook Police Dept. at the village’s website: www.villageofmaybrook.com. The survey will be available until 5 p.m., Wed., Dec. 9.

Village Clerk/Treasurer Valentina “Tina” Johnson has been awarded the N.Y.S. Assoc. Of City and Village Clerks certification as a registered municipal clerk. The Village Board heartily congratulated her on this achievement.

The next Village Board meeting is 7 p.m., Mon., Dec. 14, on-line. It is the board’s only December meeting.
