The Town of New Windsor Planning voted to circulate for lead agency the project Blooming Commons Site Plan located at 436 Blooming Grove Turnpike at their March 13 meeting.

The project, represented by Joseph Minuta of Minuta Architecture, PLLC, proposes two concrete pads, both 4,800 square feet in size, to be built and added to the existing parking lot of the New Windsor Commons shopping center. One of the pad sites was proposed to include a drive through for a potential tenant which has not been identified as of yet.

The project is located in the town’s neighborhood commercial district according to the technical comment prepared memo from MHE Engineering. Other comments noted the need for items such as building heights, proposed and existing, to be included on the bulk table, need for specific signage, and need for specific type and size of pipes based upon a newly proposed water line. A total of 38 comments will need to be reviewed by the applicant prior to their next appearance.

The stormwater pollution prevention plan has also been reviewed by MHE with a memo of technical comments also provided for the applicants review. Further discussion will need to be conducted between the town’s engineer and the applicant on the curbing of the site to address comments made by the planning board.
