The Town of Newburgh Planning Board has declared itself lead agency for the project identified as the Matrix I-84 Distribution Center during their regular meeting on December 1. Langan Engineering and Environmental Services, Inc. will be taking on the project.
The proposed project to be developed, which is across from New York Stewart International Airport, is on a 58.3 acre parcel, which is in accordance with the interchangeable business [IB] zone. The project is a new 595,900 square foot warehouse space with 116 loading docks on both sides of the building, 224 parking spaces laid out and 167 trailer storage spaces are proposed on-site.
Addressing traffic along 17K, Langan has proposed a two way entrance way into the site but has proposed a right turn lane only when exiting and is conducting a traffic study to support their proposal for that traffic change. An additional access point to the project site was asked to be reviewed and added to the plan by the code compliance department. A meeting between Langan and the town to discuss the access point would be held later in December.
Langan Engineering also presented to the board their proposed noise study and visual assessment to be conducted with additional receptors to collect data. The board determined several locations along 17K to best conduct and collect data for each respective test.
MHE Engineering comments included a requested wetland delineation be submitted by the applicant to the town, Environmental Assessment Form [EAF] identified the Indiana Bat and Upland Sandpiper as endangered species in the area and the applicant will need to refer to the new Tree Preservation Law when conducting a tree survey as Red Maple Hardwood Forest was identified near the site but not on the site. New York State Department of Transportation approval for the site access drive will be required, Orange County Planning review is required due to close proximity to the state road, Architectural Review Board approval will also be required and the applicant will need to submit several studies for the town’s review.
