The 2024 Tentative Budget for the Town of Newburgh will be presented to the public on Monday, October 23. The amount of $55.5 million has been appropriated as the town budget total. The combined town general and highway tax rate is set to remain the same at $15.58 per thousand of assessed value. This means no increase to town taxpayers for another year. 

For the 2024 Budget, the increase from $48 million to $55.5 million will come from revenues into the town from American Rescue Plan Act (ARPA) funds and revenue generated from the Resorts World Hudson Valley Casino. In addition, due to the COVID pandemic, several revenues had experienced decreases but are set to rise again this year which include the sales tax, fines, town mortgage rates and the hotel motel occupancy tax.  

At the town’s regular work session on Monday, September 25, Town Clerk Lisa Vance-Ayers presented the budget documents to Supervisor Gil Piaquadio for his review. In October 2022, the adopted $48 million amount represented an increase of less than one percent and remained under the tax cap by $216,000. The town last year had also received an AA2 Bond Rating and received a financial stress score of 0. 

For the 2024 Tentative Budget, the General Fund was appropriated at $32.6 million with the Highway Fund appropriated at $8.23 million for a total at $40.9 million. For the Highway Districts appropriation with one item listed Laurie Lane with $11,138. 

For the five town lighting districts, the sub-total for the lighting districts was recorded at $306,700. Consolidate Lighting recorded $271,000 appropriated, Lakeside recorded $19,000 appropriated, Fleetwood appropriated $4,300, Orange Lake appropriated $5,000 and Colden Park appropriated $7,400. 

The tentative total budget figure for 2024 for the ambulance district was identified at $445,000. The water district appropriation has been recorded at $9.46 million. 

The town’s sub-total for the three sewer districts has been appropriated at $4.33 million for the 2024 Tentative Budget. Nob Hill’s appropriation for 2024 has been recorded at $39,066, Crossroads appropriation at $3.94 million and Roseton Hills appropriation has been recorded at $352,550.

For the 14 drainage districts in the town, the sub-total appropriation for the  2024 Tentative Budget has been allocated at $37,180. The following figures are for the drainage districts for the 2024 Tentative Budget: Amber Fields appropriated at $800; Chesterfield Court appropriated at $5,000; Cox appropriated at $2,900; Orchard Ridge appropriated at $2,300; Autumn Ridge appropriated at $200; Fini Sub appropriated at $3,300; Woodlawn Heights appropriated at $180; Candlestick Hill appropriated at $2,800, Pinnacle appropriated at $4,800; Mountain Lake appropriated at $4,500; Margate Meadows appropriated at $100; Blue Sky appropriated at $5,500; Tarsio appropriated at $2,400 and Tarben appropriated at $2,400. 

For the town’s six fire districts, the sub-total appropriation for the 2024 Tentative Budget was $5.50 million. For the 2024 Tentative Budget, Goodwill Fire District has appropriated $703,450, Middle Hope has appropriated $1.33 million, Plattekill has appropriated 289,009, Coldenham has appropriated $265,265, Cronomer Valley has appropriated $1.21 million and Orange Lake has appropriated $1.7 million. 

Within the town are several parcels of land that are all covered by payment in lieu of taxes (PILOT) agreements in the town. These parcels include buildings operated and maintained by the New York State Department of Transportation, Iron Workers Local 417 Ironmen, Newburgh Seniors LLC, Danskammer Energy, LLC, the Orange County Industrial Development Agency and Matrix Newburgh 1 LLC, C/O Matrix Realty Inc.
