LEGAL NOTICE

ANNUAL BUDGET HEARING, ANNUAL MEETING AND ELECTION

NOTICE IS HEREBY GIVEN that a Budget Hearing for the inhabitants of the Marlboro Central School District, Milton, New York 12547, will be held in the Town of Marlborough Court Room, Marlboro Central School District central administration building with entrance on 21 Milton Turnpike, Milton, New York 12547 on Route 9W in said District on Thursday, May 9, 2024, at 7:00 p.m., for the purpose of discussing the expenditure of funds for school purposes and the budgeting thereof proposed by the Board of Education for the school year July 1, 2024, to June 30, 2025, and for the transaction of such other business as is authorized by Education Law.

AND NOTICE IS ALSO GIVEN that the annual vote of the qualified voters of the Marlboro Central School District upon the appropriation of the necessary funds to meet the estimated expenditures for school purposes for the school year, July 1, 2024, to June 30, 2025 and the at-large election of two (2) members of the board of education to fill two (2) vacancies of three (3) year terms commencing July 1, 2024 and expiring June 30, 2027, shall be held on Tuesday, May 21, 2024, where the polls will be kept open from 6:00 a.m., to 9:00 p.m., at the Marlboro Central School District, 21 Milton Turnpike, Milton, NY 12547

AND NOTICE IS ALSO GIVEN that a copy of a statement of the amount of money which will be required for the ensuing year for school purposes, specifying the several purposes and amount for each, may be obtained by any resident within the District during the fourteen (14) days immediately

preceding the Annual Meeting and Election except Saturday, Sunday, or holidays at any of the operating schoolhouses of the District between the hours of 9:00 a.m., and 4:00 p.m. A copy of such statement shall also be available on the District's website.

AND NOTICE IS ALSO GIVEN that the petitions nominating candidates for the office of member of the Board of Education or other propositions must be filed in the office of the District Clerk, 21 Milton Turnpike, Suite 100, Milton, NY 12547 not later than 5:00pm on April 22, 2024. Each petition for member of the Board of Education must be directed to the Clerk of the District and must be signed by at least twenty five (25) qualified voters of the District. All petitions must state the residence of each signer and the date signed, and for school board candidacy must state the name and residence of the candidate. Copies of the petition forms for nominating candidates for the office of member of the Board of Education may be obtained at the District Office, located in the Marlboro Central School District Office at 21 Milton Turnpike, Suite 100, Milton, New York 12547.

AND NOTICE IS ALSO GIVEN that a vote upon the authorization of the appropriation of the necessary financial sum to meet the estimated expenditures of the MARLBORO FREE LIBRARY will not be required, since the 20242025 MARLBORO FREE LIBRARY BUDGET will have no increase. It will remain at the 20232024 amount of $1,015,446.00 for the fiscal year of 20242025. This appropriation (in total) for library purposes is considered a continuing mandated appropriation which does not have to be voted on each year (Education Law, Section 259[1]) UNLESS it is increased by the adoption of another and larger appropriation. The BOARD OF EDUCATION is authorized to levy taxes for the Marlboro Free Library.

AND NOTICE IS ALSO GIVEN that, applications for absentee ballots and early mail ballots may be applied for at the Office of the District Clerk, 21 Milton Turnpike, Suite 100, Milton, NY 12547. If the ballot is to be mailed to the voter, the completed application must be received by the District Clerk no later than Tuesday, May 14, 2024, at 4:00 p.m. If the ballot is to be delivered personally to the voter, the completed application must be received by the District Clerk no later than Monday, May 20, 2024, at 4:00 p.m. Absentee and early mail ballots must be received in the Office of the District Clerk, 21 Milton Turnpike, Suite 100, Milton, NY 12547 no later than 5:00 p.m. on May 21, 2024.

Pursuant to the provisions of Section 2018a of the Education Law, qualified voters who meet the criteria for "permanently disabled" and are so certified by either the Ulster or Orange County Board of Elections will receive paper ballots by mail.

A list of all persons to whom absentee and early mail ballots have been issued will be available for public inspection in the Office of the District Clerk, 21 Milton Turnpike, Milton, NY 12547 on each of the five (5) days prior to the date of the Annual Meeting and Election, except Sunday, between the hours of 8:00 o'clock a.m., and 4:00 o'clock p.m., on weekdays and between the hours of 9:00 o'clock a.m. and 11:00 o'clock a.m., on Saturday, May 18, 2024.

Military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such ballot. Military ballot applications must be received in the Office of the District Clerk by mail or in person by no later than 5:00pm on April 25, 2024. No military ballot will be canvassed unless it is returned by mail or in person and (1) received in the Office of the District Clerk before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country's postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the Office of the District Clerk by no late than 5:00pm on election day and signed and dated by the military voter and one witness thereto, with a date which is associated be not later that the day before the election.

A Real Property Tax Exemption Report prepared on accordance with Section 495 on the Real Property Tax Law will be annexed to any tentative/preliminary budget as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin board(s) maintained for public notices, as well as on the District's website.
