New Windsor proposes 3% tax levy increase

The Town of New Windsor will hold a public hearing on the Preliminary 2024 Budget on November 1, 2023 at 7 p.m. at Town Hall. The preliminary budget proposes a 3.06% ($540,036) increase to the tax levy over the 2023 amount. However, the property tax levy is set to remain under the cap. An overall home in New Windsor, assessed at $40,000, will increase by 2.660% ($58.37) in 2024.

The 2024 Preliminary Budget Summary proposes a total budget of $48.17 million across all funds and other special districts for 2024. Within this total budget, the largest revenue sources are real property taxes at $18.16 million, non-property tax items (sales tax and franchise fees) at $5.68 million and departmental income at $10.45 million followed by other smaller revenue sources. For town expenditures specifically, the largest are employee benefits at $10.55 million, personal services at $14.98 million and contractual (operations and maintenance) at $16.57 million.

Preliminary figures include $24.62 million for the general fund, $5.29 million for the highway fund, $9.41 million for the water fund and $3.33 million for the sewer fund. The ambulance fund for 2024 is proposed at $765,965 and the garbage fund is proposed at $3.22 million. The sewer special district total is $303,049 and the water special districts is $1.21 million

The illustrative tax bill in the budget documents which identifies the proposed $58.37 (2.660%) increase is based on the average taxable assessed value of $40,000 for a single-family home in New Windsor. The actual tax bill New Windsor residents will receive will vary based on the homes’ assessed value and the various water and sewer districts applicable to that resident’s taxable property.

The charge for metered water usage will remain at $6.85/100 cubic feet ($9.16/1,000 gal) with a quarterly minimum charge of $41.10. The charge for sewer usage will remain at $17.20 per point per year. A Single family home is 10 points. The annual cost for a single family home will be $172.00 billed in quarterly segments of $43.00.

Specifically to the Beaver Dam area, the salaries for elected officials in 2024 are as follows: town supervisor, $138,000; four town council persons, $19,500 each; town clerk, $96,100; two town justices, $54,600 each and receiver of taxes at $96,100. The highway superintendent’s salary is $87,900 but excludes stipend for Sanitation and Refuse.

“I would just like to acknowledge the work done by our comptroller Doreen Casey, putting the budget together and always keeping an eye on the dollars and we all appreciate your efforts in this,” said Town Supervisor George Meyers. “I know it’s a tremendous undertaking. Although the board has its input into this, you are the main player in this and on behalf of the board, I’d just like to thank you for a job well done.”
