The New Windsor Planning Board voted to circulate for lead agency, subject to a revised and accepted environmental assessment form, the project “Silver Stream Road Hotel Site Plan and Special Use Permit.” The project made an initial appearance on Wednesday, March 13.

Engineer Jesse Shih of David Niemotko Architect PC from Monroe, presented the proposal which is a new three-story basic economy hotel at around 13,000 square feet per floor, featuring 60 total rooms with a new parking lot and driveway. Amenities would include a small fitness center and kitchen.

Shih also shared with the planning board that a retaining wall, 10 to 12 feet high, has been proposed, 60 spaces for parking would be provided and the project would draw from town water and sewer mains.

The project would be built on vacant land owned by RE Equity NY LLC about 1000 feet north of the intersection of Silver Stream Road and Route 207. The project property is located in the limited commercial zoning district and the usage for the project is governed by a special use permit.

The site is near Interstate 84 and on the other side of the major roadway on Union Avenue is the Red Roof Inn. Stewart Airport and other hotels are several miles up the road from the project along Route 207. Along Silver Stream Road is the 123 Storage facility, Tri-City Auto Recovery Inc and the Silver Stream and Maderia neighborhoods. Square Hill Road also runs near the site.

A memo prepared by MHE Engineering listed 26 comments for the applicant to review and address before making another appearance to the board. Comments include review of the project’s bulk table, review of building and retaining wall heights, review of traffic improvements and review of any required tree clearing due to the Indiana Bat presence. A stormwater pollution prevention plan, town fire inspector input, a lighting and landscaping plan and dimensions and types of piping for water connections also would be required or need to be identified.
