Town of Newburgh planners discuss senior housing project

The Town of Newburgh Planning Board met on August 21 to discuss applications for several propositions, including the development of a set of multi-family apartments and senior housing.

The Elkay Partners Development, located at Brewer Road, includes the construction of three new apartment buildings, with a total of 168 new units proposed. Additional amenities in the proposition included a pool, clubhouse, playground and other recreational facilities.

After going through the board’s discussion of the development, it was determined by the board to be positive for potential adverse impact on the nearby environment. Patrick Hines, one of the Planning Board Consultants, stated, “We have identified multiple moderate to large impacts that could potentially occur from the project, it would be consistent with that to adopt a positive declaration.” Because of this, an Environmental Impact Statement needs to be filed, and after the board reviews the draft scope of impact, there will be an open meeting for the public to make feedback.

After one patron in attendance stated that he thought that a public hearing on the matter should be waived, Attorney to the Planning Board Dominic Cordisco said, “The near existence of one moderate to large impact will be enough to require the preparation of an Environmental Impact Statement. As far as a public hearing is concerned, the board would not be in any position under any event to waive a public hearing.”

An office building renovation at 5148 Route 9W was also discussed at this meeting. The proposed renovation involves the existing building being renovated into a two-story building with new parking spaces added at the front of the building.

The proposition was referred to the Orange County Planning Department, as it is a project being proposed within 500 feet of a state road. Once the Orange County Planning Department makes comments and recommendations, it will be sent back to the planning board.

Other items on the agenda included two proposed lot line changes. The first one proposed for 28 Dogwood Hills Road was approved, and the second, in regards to Jamie and Stoddard Hill, was referred to the Zoning Board of Appeals for approval and comments.

An addition of electric vehicle charging stations at the Hampton Inn at Crossroads Court was also discussed. The proposal focused on the addition of these charging spots in four existing spaces at the hotel, and was referred to the Orange County Planning Board for approval.
