Last week the Lloyd Town Board approved a project to replace the water storage tank on Reservoir Road.

Town Engineer Andrew Learn, of CPL Architects, drew up the required construction, specification and bid documents for contractors to bid on the project. On June 29 submitted bids were opened at town hall, resulting in the Town Board awarding the project to Statewide Aquastore Inc. at a cost of $2,525,000.
CPL and Surveyor D.P.C. will oversee and inspect the project to ensure that it complies with the specifications of the contract documents. Statewise Aquastore will have to provide a performance bond for the project.
A public hearing on this project is scheduled for 7p.m. at the August 17th Town Board meeting.

Town Pavilion In Design Phase

The Town Board hired architect Sean Williams, of Williams ReCraft LLC, to prepare design and construction documents for a pavilion in the southwest corner of the village field. It will be named the Lewis Charles DiStasi Pavilion in honor of the late town attorney. Williams fee is $75/hr with a maximum not to exceed $5,000.
The structure will be 56ft x 40ft and will serve as an entertainment and community space for public events. The building will also have storage capacity of 32ft x 14ft along with public restrooms. The sewer connection will tie into the town’s system, located in the adjacent parking lot.

The initial design will have a heavy timber frame, a shingle roof, a concrete floor, LED lighting, an electric heat pump and air-conditioning.

The project has secured an initial grant of $125,000 and there is a potential of increasing that amount by $100,000 through additional grants. In his proposal, Williams indicated that he, “will attempt to honor that budget as much as possible given recent price increases.”

Climate Pledge Approved

The Town Board approved a resolution, pledging to make the Town of Lloyd a Climate Smart Community. By taking this action Lloyd shows they believe, “that climate change poses a real and increasing threat to our local and global environments and is primarily due to the burning of fossil fuels; that climate change will endanger our infrastructure, economy and livelihoods, harm our farms, orchards and ecological communities, including native fish and wildlife populations, spread invasive species and exotic diseases, reduce drinking water supplies and recreational opportunities and pose health threats to our citizens.”

The resolution notes that responding to the effects of climate change provides an opportunity to, “save money, and to build livable, energy-independent and secure communities, vibrant innovation economies, healthy and safe schools and resilient infrastructures.” It also points out that reducing green-house gas emissions, “will require sustained and substantial efforts” and even if dramatic reductions in emissions are realized, it may require communities to adapt to the effects of climate change for decades to come.
The resolution means that the Town of Lloyd adopts the New York State Climate Smart Communities pledge that is comprised of ten elements: building a climate smart community; making an inventory of emissions, setting goals and plans for climate action; decreasing energy use; shifting to clean, renewable energy; using climate-smart materials management; implementing climate-smart land use; enhancing community resilience to climate change; supporting a green innovation economy; informing and inspiring the public while engaging in an evolving process of climate action.
