Captain Joe LoCicero takes his final walk as a member of the City of Newburgh Police Department on Monday, retiring after 22 years of active duty. Family members, present and former colleagues and a bagpipe band were on hand for the ceremony. LoCicero is also chief of the Wallkill Volunteer Fire Department, president of the Wallkill Board of Education, and is set to retire on Dec. 31 as the Town of Shawangunk Highway Superintendent.
