Lloyd to implement pay-to-park policy for nonresidents

Starting Jan. 1, 2025, the Town of Lloyd is requiring nonresident vehicles to pay for parking along sections of Haviland Road, including the Rail Trail Parking Lot, also known as the Caboose Lot. This policy, approved by the Town Board in August 2020, is aimed at offsetting the costs of maintaining and improving local amenities, including the Hudson Valley Rail Trail, Haviland Road, and associated parking areas.

Town of Lloyd property taxpayers and residents are exempt from the parking fees. To register for the exemption, residents must visit the Town Clerk’s office with a valid vehicle registration and proof of residency, such as a utility bill or property tax bill.

Nonresidents can purchase an annual parking permit beginning Jan. 2, 2025, at the following rates:
• $100 per year (for up to two vehicles per household)
• $50 per year for individuals aged 62 and older

• Free for vehicles displaying a handicap designation

Parking fees will apply to designated Pay-to-Park zones, including Haviland Road from Frozen Caboose to Johnson Iorio Park and all adjacent parking lots. Fees will be collected via remote payment devices or kiosks located at trail access points. A new kiosk will be installed in spring 2025 at the entrance to the New York State Parks Walkway Over the Hudson.

The parking policy will be enforced 24 hours a day, seven days a week, year-round. All revenue generated from parking fees and fines will be deposited into the Town of Lloyd’s general fund and used exclusively for maintaining and improving the Hudson Valley Rail Trail, its amenities, and parking facilities.

Officials emphasized that the Pay-to-Park initiative is a town program and is not affiliated with New York State Parks or the Walkway Over the Hudson.
