Lloyd pays for additional Tillson Toc work

The Lloyd Town Board voted on a resolution to pay $257,029 to the consulting firm of Barton & Loguidice [B&L] for additional construction inspection work they performed on the Tillson/Toc realignment project.
 
The project included re-configuring the intersection of Tillson Avenue, Toc Drive and Vineyard Avenue, culvert replacements, pedestrian accommodations, drainage improvements, sight distance improvements, roadway grade reduction, sidewalk installation and replacements, pedestrian enhancements, American With Disabilities compliant elements, drainage design, utility relocation, curb installation, pavement striping, retaining wall construction and landscaping. Shortly after the completion of the project residents in the area complained about the lack of clear sight distance at Smith Terrace, which B&L has committed to fixing at no cost to the town.    
 
The resolution noted that the construction of the road project extended into 2024, “due to the contractor’s means, methods and 2023 weather related events [that] resulted in additional construction support and inspection service-related costs by B&L” of $257,029.
 
Supervisor Dave Plavchak said final costs of the project are still being calculated and expects a total will be determined by February 2025. He noted that once the amount is finalized, “the same formula will be used; 80/15/5 [federal, state, local], which would include any overruns.” Plavchak said the town’s share is 5%, or approximately $350,000, of which $250,000 was paid for by Mountainside Woods as part of the Developer’s Agreement back when they were approved; “we did get that check and applied it.”
 
The Supervisor pointed out that the recent Town Board vote was to approve the B&L Supplement #9 [$257,029], “which is higher than their original projection, but within the current remaining funds for the project.
