Two pad sites, both 4,800 square feet, with one having an added drive-through, have been proposed to be constructed and added to the existing parking lot at the New Windsor Commons shopping center. The proposed project would be similar in nature to the business center that operates in the Price Chopper plaza that has added several businesses such as restaurants, Starbucks and a pet store in the past several years.

Under the direction of Minuta Architecture led by Joseph Minuta, the project would see new stripping to the parking lot, newly proposed electric vehicle charging stations, new landscaping and according to Minuta’s plans the project would have both retail spaces not exceed 99 people.

MHE Engineering comments noted that the proposed project is located within New Windsor’s neighborhood commercial (NC) zoning district. Comments noted the review of the parking, guardrail installation, dump truck maneuvers when accessing dumpster facilities and identifying the drainage improvements and water and sewer supply.

Several members who do live within the vicinity of the proposed project noted the post office vehicles utilize a portion of the parking lot, and a temporary traffic signal was placed near the entrance of Butter Hill Estates. No curbing was proposed for the grass sites included on the plans which were commented on that could be easily plowed over. MHE Engineer Shawn Arnott noted that curbing helps with drainage on sites and requested to see where the existing catch basins are located for his review.
