The Blooming Hill Farm project, which includes a farmstand, farm-to-table restaurant, event venue and glamping site, is moving forward after a meeting with the New Windsor Planning Board on March 12.
The board scheduled a public hearing on the project, though the date has not yet been set. The board also declared itself the lead agency for the project, which is classified as a special use under town code.
The proposed development spans 304.9 acres in the town’s Rural Residence (R-1) district on Shaw Road. The project, located on a former farm, is undergoing technical reviews related to fire access, water system layout, and traffic impact. Bump-outs have been added to the access road, hydrant locations have been identified, and access drives have been widened.
The project will rely on an archaeological study previously conducted for the Apple Ridge subdivision, a 172-home development. The applicant must secure variances from the town’s fire bureau and obtain approvals from the Orange County Health Department and the New York State Department of Environmental Conservation for water and sewer systems.
A total of 20 technical comments remain under review.
