Honorable Members of the Orange County Legislature:
In compliance with Section 4.04(b) of the Orange County Charter, I present you with the 2022 fiscal year Executive Recommended Budget and related information.
I am proposing a gross County Budget of $827,202,154 for fiscal year 2022. Of this total, $446,211,654 will be collected locally through sales tax and property tax, as compared to the $434,537,494 anticipated tax revenues for 2021. This proposed budget meets two important objectives.
The first: the budget comes in under the state-imposed tax cap.
The second: the tax rate in this proposed budget is $3.506 per thousand, less than it was in 2020 ($3.558 per thousand). This is the sixth consecutive budget to decrease the county tax rate.
In 2022, the County sales tax rate will remain the same at 3percent. Accordingly, we estimate County sales tax will generate $309,323,704 of which $227,817,027 will be retained by the County for its operations. The remaining $81,506,677 will be shared with Orange County's cities, villages, and towns.
It should be noted that counties throughout New York, including Orange County, face financial stress due to continuing unfunded State mandates.
I have worked collaboratively with you to restore Orange County's economic vitality, and I urge our State Legislators to follow our lead in making tough decisions when it comes to spending and passing along State-mandated costs to county taxpayers.
This budget includes the State-mandated Distressed Hospital Fund of $1.7 million and the payment of State AIM Funding to Towns and Villages using County revenues of $1.2 million. In essence, the County now pays the State AIM funding to Towns and Villages. The Distressed Hospital Fund, paid by Orange County sales tax, does not assure that the money will be spend in Orange County hospitals.
Orange County has been awarded $37.4 million dollars this year in federal funding from the American Rescue Plan Act, with another $37.4 million expected in 2022. Consistent with the objectives of the American Rescue Plan, the County will utilize these funds to respond to the Public Health Emergency and to address the economic impact of the pandemic with the goal of achieving a strong and equitable recovery.
I look forward to our important work these next few weeks to accomplish a thoughtful, balanced budget for 2022.

NOTICE IS HEREBY GIVEN, that the County Legislature of the County of Orange will be held in the Legislative Chamber, Orange County Government Center, 255 Main Street, 2nd Floor, Goshen, New York, on the 25th day of October 2021, at 5:00 p.m. (EDT) of that day for the purposes of receiving public comment on the following:
1. On the proposed budget of the County of Orange and on the Social Services District of said County for the fiscal year beginning January 1, 2022.
2. On the budget and assessment roll for Orange County Sewer District No. 1 for the fiscal year beginning January 1, 2022.
3. On the budget and assessment roll for Orange County Small Watershed Protection District No. 1 for Cromline Creek for the fiscal year beginning January 1, 2022.
4. On the budget and assessment roll for Beaver Dam Lake District for the fiscal year beginning January 1, 2022.
FURTHER NOTICE IS HEREBY GIVEN, THAT:
A. The assessment rolls for Orange County Sewer District No. 1, Orange County Small Watershed Protection District No. 1 for Cromline Creek and Beaver Dam Lake District for the fiscal year commencing January 1, 2022, have been completed and are on file at the Office of the Clerk of the Orange County Legislature, 255 Main Street, 2nd Floor, Goshen, New York where the same may be inspected by any interested person during regular business hours.
B. At the public hearing hereinabove mentioned, the Orange County Legislature will meet to hear and consider any objections which may be made to said assessment rolls.

D.
