The Montgomery Town Board held a budget workshop prior to their meeting on Oct. 3. Potential changes to the 2020 budget were discussed at length.

The tentative 2020 budget differs in many ways from its 2019 counterpart. The total town budget proposed for next year is $12,667,690.95, which is down from this year’s total of $13,248,903.27. The general fund’s townwide revenue also features a smaller budget for other payments in lieu of taxes. The 2020 tentative stage holds a budget of $41,934.59 whereas this year had $385,614.47. In addition, the budget for fines and forfeited bail as well as mortgage tax have decreased.

Also, the tentative budget for parks and recreation is $50,000, down significantly from this year’s budget of $79,667.46. Their social security and disability insurance funds have increased. Street maintenance payroll has increased tremendously from $471,858.94 to $725,876.00.

The budget for tax collection is up substantially in next year’s proposed budget. Also the funds for program of the aging have increased from $34,017.76 to 37,200.00. In addition, the mortgage tax is down from $634,771.09 to $400,000.

State aid is down significantly from last year. The other home and community fund is down from $104,361.21 this year to tentatively $75,000.00 next year.

The town board payroll has grown from $23,063.15 this year to $35,860.00 next year tentatively. In addition, the town court payroll has improved from $157,487.35 to $255,000.00 potentially next year. The court officers’ payroll has increased from $17,592.54 to $30,000 next year. On the contrary, the budget for the supervisor’s payroll has gone down from $105,500 to $84,100.00. The town board looks to budget more money for gas next year, as they have tentative funds of $1,200.00 whereas this year’s budget was $577.82.

The budget for the finance department is $161,000, which is a vast increase over this year’s budget of $76,192.65. The budget for the town clerk’s payroll has increased in next year’s tentative budget from $114,955.29 to $189,904.43. In addition, the building payroll has been improved from $39,062.37 to $50,000, which rounds out the highlights from next year’s tentative budget.

At this moment, a public hearing for the budget has not been set. The Town Board is still working to set a date for the budget hearing. The statutory deadline regarding the public hearing for the budget states that it must be held no later than Nov. 5 and can be adjourned but not beyond Nov. 15. The budget needs to be adopted by Nov. 20.
