Marlboro accepts bid for Pier renovation

Last week the Marlborough Town Board unanimously approved a base bid of $1,479,648 from the Arben Group LLC to restore the south pier at the Milton Landing Park. In addition, the board approved an 8ft wide by 80ft long gangway from the shore to the pier and $42,000 for possible contingencies, bringing the total for the project to $1,578,648.

Brandee Nelson, Senior Project Manager for the engineering firm of Tighe & Bond, prepared the bid package that was sent to contractors on behalf of the town. Nelson attended the board meeting, noting that two other bids besides the low bid from the Arben Group were opened on October 22: D.A. Collins submitted a bid for $2,386,278 and C.D. Perry LLC General Contractors offered a bid at $2,527,819.

Nelson said her company will be issuing a Notice of Award that will state exactly what was awarded. Once a contract is signed a Notice to Proceed follows. The cost of the pylons will not be included in the Notice to Proceed because it is not known what condition the old pylons are in and whether any on them have to be replaced. They are subject to change orders based upon an evaluation that will be done when the project commences.

Supervisor Al Lanzetta referenced the pylon issue.

“I just want the board to feel comfortable with the unknown. We literally don’t know.”

Nelson said new pylons can take up to 16 weeks to arrive because they are custom cut and cured. She said driving in the pylons is restricted to September through October to lessen the impacts to aquatic life, but this leaves time for other work to be done on the project.

Tighe & Bond is charging about $140,000 for their services. This will be paid for by taking $65,000 from the fund balance; using $10,000 in cell tower rental money from Tarpon Towers; $50,000 from a town park reserve fund and $15,000 that the Danskammer Power Plant donated to the town. In addition, the board will apply a Consolidated Funding Application grant of $313,000 toward the project.

The board is planning to use a ban in the amount of $1,200,000 to pay for the majority of the project, leaving the town to come up with an additional $65,000 to $72,000 that they also may appropriate from the town’s fund balance.
